Conditions of Play
The Rules of Golf as laid down from
time to time by the Royal and Ancient Golf Club of St Andrews
shall apply, except insofar as they
are modified from time to time by LOCAL RULES. The organization, control and conduct
of all play on the course is vested in the Captain and Match Sub-Committee, whose decisions
shall be final. Conditions of play for major events
are posted in a folder on the notice board. The following conditions apply to all
competitions:
COMMENCEMENT OF COMPETITIONS.
All competitions shall commence at the 1st and/or 10th
tees unless otherwise advised
by the Match Committee.
COMPETITION PRIZES. No player can win more than one trophy in any event with the exception of Championships and Monthly
Medals.
NO METAL SPIKES. Note that Windsor Country Golf Club has a “soft spike” policy.
Metal spikes are not to be worn on the golf course.
BREAK AT HALF WAY: Players are to proceed without undue delay and without discontinuing play (Rules 6-7 and
6-8). However, a short break for refreshment may be taken after nine holes provided play is not
unduly delayed. If players arrive at their tenth tee and the tee and fairway are clear they may
hit off regardless of their order in the field.
TIES:
With the exception of stipulated major Championships, Match play
events or Monthly Medals, the approved "A.M.C.R countback
system” will apply. For ball competitions
only, countbacks will not be extended past the
last 9 holes. Ties still unresolved will be decided by lot.
PROTESTS: Claims under Rule 2-5 (match play) must be made in accordance with
that Rule. All other protests or claims in
connection with a competition or match must be made in writing to the Captain (in his/her absence, a member
of the Match Sub-committee) immediately after the completion of such competition or
match. The protest will be considered as early as possible by the Match Committee whose decision
shall be final.
STARTING TIMES: A starting sheet with tee times is located in a prominent position.
The Secretary Manager AND THROUGH HIM/HER the Professional is the
designated starter and is responsible for the collection of competition fees and issuing of
score cards with the player’s name, date and event. Members unable to play at their booked time MUST
phone and advise so that this time slot may be re-allocated. Rule 6-3a will be enforced: the
penalty for a breach is disqualification. If the player arrives at his starting point, ready to
play, within five minutes after
his starting time, in the absence of
circumstances that warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty
for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play
instead of disqualification.
MATCH PLAY EVENTS: Players participating in match play events ARE NOT ELIGIBLE TO PLAY IN THE STROKE EVENT of the day.
TWO OR FOUR BALL EVENTS: Where only three players are available for play in a two or
four ball event, the player with the lowest handicap may “Swing” with each of the other players forming
two teams. The “swinger” may designate one partner as his/her team mate, or on payment of a fee be
eligible to share in all trophies won by both teams.
COMPETITIONS WHERE PLAYERS MUST ARRANGE THEIR OWN MATCHES: In some
competitions such as the Captain’s Match Play or the Allen Bushell
Trophy, players or sides MUST arrange their own matches before a set date. It is the responsibility
of both sides to arrange a mutually
satisfactory date. In the event that a side is unable to contact the
other side, arrangements should be made
through the Captain or the Secretary Manager. The Match Committee may
disqualify any side which
it believes has not made a genuine effort to set a date in a timely
fashion.
CLOSED EVENTS: Members are advised that from the first Saturday in February to the last Saturday in November. ALL SATURDAY EVENTS ARE CLOSED UNLESS
NOMINATED AS OPEN OR INVITATION. (Closed events means members of Windsor Country
Golf Club ONLY).
VETERANS:
From the beginning of May until end of September hit off times will be
from 9am to 10.30am. From October to
April tee times will be from 8am to 9.30am.
PROFESSIONAL GOLFERS ELIGIBILITY TO
WIN SCRATCH EVENTS. No PGA
member is eligible to win a singles scratch
event (and therefore should only pay a $5 entry to play in the ball
comp and NTP if playing on medal days). No
PGA member is eligible to win a scratch event in conjunction with the Saturday competition.No
visiting PGA member is eligible to win a 2 Ball or 4 Ball scratch event.
MOBILE PHONES: must be switched off on the course during competition and are only to
be used for emergency outgoing calls. The Match Committee may give prior
approval to a member to leave their phone on “silent” mode during a competition round if it
believes the need is sufficiently serious. Mobile phones may be used during any break at half-way provided
there is no disruption to the play of any competitor. As a guide, the need to phone the
office to report a trespasser, or to the Pro shop to arrange a replacement for a broken buggy would
be considered an “emergency”.
